Tourist and residential park industry urges election commitment to unlock tourism, housing and regional investment
Two months out from the state election, CRPVic has released its Victorian Election Charter
Caravan & Residential Parks Victoria (CRPVic) has called on all parties standing at the forthcoming Victorian election to support industry-led reforms that will unlock urgently needed private investment in affordable holiday accommodation and quick to market residential land lease community housing.
Two months out from the state election, CRPVic has released its Victorian Election Charter detailing how the next Victorian Government can provide that support by adopting common-sense, zero-cost to government reforms.
Tourist parks are a critical part of the regional Victoria visitor economy, providing accommodation for 12 million visitor nights spent in our regions. Together, the broader tourist and residential parks industry contributes an estimated $2.64 billion to the Victorian economy and supports around 17,000 jobs.
Across Victoria, tourist park operators are ready to invest in new accommodation, facilities, infrastructure and visitor experiences, while residential land lease communities can deliver up to 8% of Victoria’s 2051 new housing target.
CRPVic says the opportunity for the next Victorian Government is to create the regulatory and investment environment that allows that private capital to flow.
“Our industry is ready to invest. What we need from the next Victorian Government is the regulatory certainty and a genuine partnership to promote the sector and our regions to let that investment flow,” said CRPVic Chief Executive Officer Scott Parker.
“Tourist parks already deliver more than half of all visitor nights in regional Victoria and, with residential park employment, the industry supports 17,000 jobs across the state. With the right reforms, our members are ready to invest in more accommodation, better facilities and stronger regional communities – at little to no cost to government.”
CRPVic’s 2026 Victorian Election Charter calls for action to:
- Reform planning settings for tourist and residential parks – streamlining and modernising the planning framework that currently constrains investment in new accommodation, facilities and infrastructure.
- Backing Victoria’s tourism destinations with reallocated, targeted funding – directing existing tourism funding more effectively to the regional destinations and experiences that need it most.
- Unlocking investment in Crown Land parks – removing the barriers that prevent operators of Crown Land tourist parks from investing in the upgrades visitors expect.
- Co-investing in regional tourism infrastructure – partnering with industry, which is ready to bring its own capital, to leverage greater economic and community benefit from public investment.
- Unlocking more affordable housing – enabling residential parks to play a bigger role in delivering affordable housing options for Victorians.
- Fixing embedded electricity networks – addressing the embedded network arrangements that are increasing costs and creating uncertainty for park owners and residents.
These reforms provide the next Victorian Government with a great opportunity to effectively partner with private capital already prepared to invest in Victoria, leveraging public investment to deliver greater economic and community benefit.
“This charter is not a request for government to build our industry’s businesses,” Mr Parker said.
“It’s a call for the practical reform and targeted partnership that will let Victoria unlock more private investment, more tourism accommodation and visitor experiences, more regional jobs and stronger regional communities, while supporting the delivery of quick to market, affordable housing.”
